Refrigerant policies of countries around the world in 2025

With the enactment of the American Innovation and Manufacturing Act (AIM Act) and the regulations of the U.S. Environmental Protection Agency (EPA), the United States will restrict refrigerants with higher GWP (GWP), including R-410A, from January 1, 2025.

Nowadays, the refrigerant used in the refrigerant industry is mostly R410A, which will have new regulatory requirements for refrigerants in the refrigeration industry. Let us learn about the requirements of the main countries for refrigerants and the optimal replacement solutions for refrigerants.

1.USA:

According to the Clean Air Act and other environmental protection policies, the United States is phasing out high-GWP HFCs and promoting the use of low-GWP refrigerants. The use of R-410A and R-134a is strictly restricted, and R-32 and R-454B are listed as alternatives that meet environmental protection standards.

2.Australia:

Australia has passed the Ozone Protection and Synthetic Greenhouse Gas Management Act and plans to reduce its reliance on HFCs.

Gradually reduce the use of HFCs: The EU plans to reduce the use of HFCs to 20% of the 2015 baseline by 2030.
Banning high-GWP refrigerants: The EU gradually bans the use of refrigerants with a GWP of more than 2500, such as R-404A and R-134a, especially in commercial refrigerator refrigerants, freezers, and large air conditioning systems.

Promote the use of low-GWP alternatives: such as low-GWP refrigerants such as R-32 and R-454B. These alternatives are relatively compatible with existing equipment designs, reducing conversion costs.

4.Japan:

Japan has also implemented strict refrigerant management regulations, especially in the field of commercial refrigeration:
Control the use of HFCs and CFCs: Japan has phased out CFCs and HCFCs and promoted high-efficiency, low-GWP alternative refrigerants.

5.India:

The Indian government is implementing a policy to phase out high-GWP refrigerants, especially in cold chain logistics and air conditioning systems, and promote the use of natural refrigerants (such as R-290 and R-600a) and low-GWP HFOs.

Is R454B a complete substitute for R410A?

R454B is not a direct “substitute” for R410A. Before using R454B, several modifications to existing R410A systems are required:

Pressure differences: R410A operates at a higher pressure, which requires adjustments to the ice bath chiller compressor and condenser to accommodate the lower pressure of R454B.
Component compatibility: Systems designed for R410A are not inherently compatible with flammable refrigerants such as R454B.
